Riverside County: Embracing Change in Today’s Housing Market with ADUs
Riverside County’s history is rich and multifaceted, stretching from its early days as an agricultural hub to its current status as a burgeoning metropolitan area. Traditionally known for its citrus industry, the county has evolved into a vibrant blend of suburban, urban, and rural areas, attracting a diverse population seeking affordable living options in California.
In today’s fast-paced housing market, Riverside County faces the familiar challenge of balancing growth with affordability. As property prices rise and housing shortages become more apparent, the county has looked towards innovative solutions to address these issues. Enter Accessory Dwelling Units (ADUs), a concept rapidly gaining traction as a practical answer to the region’s housing needs.
ADUs offer a unique opportunity to maximize existing residential spaces, providing affordable and efficient alternatives for homeowners and renters alike. These units serve various purposes – from generating rental income to offering additional living space for multigenerational families, all while maintaining the character and integrity of existing neighborhoods.
Riverside County’s embrace of ADUs reflects a progressive approach to urban planning, one that recognizes the need for adaptable, diverse housing options in a changing world. By integrating ADUs into its housing strategy, the county not only addresses its immediate challenges but also sets a precedent for sustainable and inclusive growth in the California region.
Riverside County ADU Permit Fees, Utility Hookups & Zoning Realities
Cities inside Riverside County run their own ADU permitting. In unincorporated communities — much of the Temecula Valley, the Pass Area, and the desert’s county pockets among them — your permit goes through the County’s Transportation and Land Management Agency (TLMA). Here is how the County’s fees, utilities, and rules actually work.
Permit fees in unincorporated Riverside County
Riverside County publishes its building permit fees as base fees by permit type (Building and Safety fee schedule, form 284-035). An Additional Dwelling Unit permit (BRS-ADU) carries a base permit deposit of $5,353.56 — the same base as a new detached single-family dwelling — while a Junior ADU (BAR-JADU) base fee is $1,689.32. Those are deposits, not the final bill: the County calculates the final permit cost at application, and standard add-on charges (including the Strong Motion Instrumentation fee, processing, microfilm, LMS surcharge, and Green Building fee) apply on top. Impact fees follow California law: none on an ADU under 750 square feet, and proportional fees only on larger units.
Utility hookups: septic is the big one
Large parts of unincorporated Riverside County have no sewer line to connect to, so homes rely on septic systems (onsite wastewater treatment systems). Under County Ordinance 650, construction that affects a septic system needs Department of Environmental Health approval, and a system must be sized for the higher of the property’s bedroom count or its plumbing fixture-unit count. In plain terms: an ADU’s extra bedroom and bathroom can mean your existing septic system has to be evaluated — and upsized if it cannot handle the added load — before the project is cleared. If your property is on public water and sewer instead, the serving water or sewer district sets its own connection charges; the County does not.
Zoning reality check
Planning to rent your ADU short-term? In unincorporated Riverside County that takes a separate permission: an ADU may be used as a short-term rental only with a Short-Term Rental Certificate from the County Planning Department under Ordinance 927.2, renewed annually — advertising or operating a short-term rental without one is unlawful. Also know how the County classifies your project: its published standards set a detached ADU at a maximum height of 16 feet with 4-foot side and rear setbacks, and the County treats second units and guest quarters as different categories with different size limits, so the ADU label matters.
