A detached garage converted to a studio or one-bedroom keeps the cottage character of the street intact, and state law prohibits the city from requiring replacement parking for the conversion. Detached cottages are buildable where the lot allows. The city's Community Development Department reviews ADUs through its Planning Division, and the state-law baseline applies: up to 1,200 square feet detached, four-foot side and rear setbacks, no owner-occupancy requirement, and ministerial by-right approval. The coastal zone is the review layer to take seriously. Much of Seal Beach falls within the coastal zone, and coastal review can apply on top of the city permit depending on the parcel's location. We verify coastal status with the Planning Division during the feasibility visit and scope that path before design, because the worst outcome in a coastal city is a finished plan set that missed a required review.
Small lots also mean construction logistics matter more. Staging, material delivery, and equipment access on narrow streets and tight alleys have to be planned, not improvised.
