Paradise is a Sierra foothill town on Paradise Ridge, and any honest description starts with the Camp Fire of November 2018, which destroyed most of the town’s structures. Before the fire, Paradise was a mix of midcentury ranch homes, mountain cabins and A-frames, and manufactured homes on pine-covered lots along the Skyway, Clark Road, and Neal Road corridors. Today the town is rebuilding — new homes rising alongside cleared lots still awaiting their turn — and ADUs have become a meaningful part of that story, giving returning residents flexible housing while the community comes back.
The most common path we see in Paradise is the detached ADU built alongside a rebuilt primary home. State law allows detached units of up to 1,200 square feet by right, and Paradise lots are typically large enough to site one with real separation — a complete second home for extended family, a caregiver, or rental income that helps carry the cost of rebuilding. Many homeowners are designing the ADU into the rebuild from day one rather than treating it as an afterthought, which keeps grading, utilities, and defensible space coherent across the whole property.
Attached additions and junior ADUs of up to 500 square feet also fit the rebuild context well — a connected suite for a parent within the new home’s footprint, or a private-entry unit carved from a larger floor plan. Because so much of Paradise’s housing is new construction, these projects start from modern electrical panels, current plumbing, and up-to-date framing rather than the retrofit puzzles older towns present. We design every unit to current California building and energy codes, including the wildland-urban interface construction standards the foothills require.
ADU permits in Paradise run through the Town’s Development Services Department under the state framework: ministerial by-right approval, four-foot side and rear setbacks, no owner-occupancy requirement for standard ADUs, and a recorded deed restriction for JADUs. The local wrinkles here are real and we plan for them from the start: much of the town sits in high fire-severity zones, so ignition-resistant materials and defensible-space planning are part of every design; many properties are on septic systems, which affects unit sizing and placement; and water service runs through the local irrigation district, whose capacity we confirm during feasibility. We verify all of it with town staff for your specific parcel before design begins.
Paradise’s housing demand is driven by the rebuild itself — returning residents, the construction workforce, and families consolidating on family land. The Skyway corridor ties the town to Chico’s jobs and services down the hill. For Paradise homeowners, our advice is straightforward: plan the ADU as part of the property’s long-term layout, not as a squeeze-in, and let the fire-safety requirements shape the design early rather than surprise it late. Done that way, the unit serves the family for decades.
