The City of Industry is an unusual place to talk about ADUs, and honesty matters more than a sales pitch here. This is an overwhelmingly industrial and commercial city — warehouses, manufacturing, and business parks make up nearly all of its land area, and its residential population is tiny. The vast majority of parcels in the City of Industry are zoned for industrial or commercial use and cannot host an accessory dwelling unit. If your property is one of them, an ADU is not in the cards, and we’d rather tell you that up front.
That said, the city does contain a small number of residentially zoned pockets — a handful of homes in the city’s residential enclaves, mostly near its eastern and southern edges. On those parcels, the same state ADU framework applies as anywhere else in California. A detached ADU up to 1,200 square feet, an attached addition, a garage conversion, or a junior ADU up to 500 square feet can be permitted by right on a residentially zoned lot, subject to the same setback and design standards.
The most common realistic path on the few eligible parcels is a garage conversion or an attached addition. The existing residential stock in the City of Industry is modest — older ranch and cottage homes with detached garages — and converting that garage into a one-bedroom ADU keeps the project inside the existing footprint. Under state law, replacement parking generally cannot be required for the conversion. Junior ADUs carved from existing living space are another low-footprint option for multigenerational households.
ADU permitting runs through the City of Industry’s Planning Department, and California’s ministerial (by-right) approval process applies to compliant projects on residentially zoned parcels — a compliant project cannot be subjected to discretionary hearings. State law caps required side and rear setbacks at 4 feet, bars owner-occupancy requirements for standard ADUs, and requires a recorded deed restriction for JADUs. Before anything else, we confirm during feasibility that the parcel is actually zoned residential, because zoning — not lot size — is the gatekeeper in this city.
For the few homeowners in the City of Industry, the value proposition is straightforward: proximity to the San Gabriel Valley’s employment base and the 60 and 57 freeway corridors means a permitted ADU can serve family or generate rental income in a market where small units are in short supply. The feasibility visit is the whole ballgame here — zoning confirmed, utilities mapped, and an honest answer about whether the lot can carry a unit.
