Avalon is the only incorporated city on Catalina Island — a ferry-access community built into a steep hillside amphitheater above a small waterfront, with no road connection to the mainland. Housing is a tight mix of 1920s and 30s cottages, hillside homes on narrow terraced lots, and condominiums near the water, while Crescent Avenue carries the tourist-facing commercial strip. Lots are small, streets are steep and narrow, and nearly every property feels the pull of the island’s visitor economy. Building here means designing for tight footprints — and for island logistics from day one.
On Avalon’s small lots, junior ADUs up to 500 square feet are often the most practical path — carving a unit from existing living space avoids the difficult geometry of a tight hillside rear yard. Garage and storage-space conversions work where they exist. Where a rear or side yard does allow it, a compact detached ADU is possible under the state’s 4-foot side and rear setback limits, though access for construction on steep streets needs early planning.
The island logistics shape every project: materials and equipment arrive by barge or ferry, the contractor pool is smaller than on the mainland, and staging space is limited — so we plan the schedule and the approach around that reality from the start. State law prohibits owner-occupancy requirements for standard ADUs, and the ministerial (by-right) approval process applies here as on the mainland: a compliant project cannot be pushed into discretionary hearings.
Projects run through the City of Avalon’s planning staff, and we confirm water, sewer, and utility capacity during feasibility — island infrastructure has real limits that mainland projects never face. Junior ADUs require a recorded deed restriction. Because Avalon’s housing stock includes many historic-era cottages, we also confirm any design-compatibility expectations early so the unit reads as part of the property.
Avalon’s economy runs on tourism — hospitality, the waterfront, and island recreation employ much of the year-round workforce, and long-term rental housing for that workforce is in steady demand. For owners, an ADU can house staff, family, or a long-term tenant in a market where year-round rentals are scarce.
