San Ramon is the Tri-Valley corridor’s master-planned employment hub, anchored by the Bishop Ranch business park — one of the largest office complexes in the region. The housing stock is overwhelmingly planned-community: Gale Ranch, Windemere, and Dougherty Valley neighborhoods of large contemporary tract homes on generous suburban lots, plus the older San Ramon Village core. The Iron Horse Trail threads through the city. Big lots and young, uniform housing make San Ramon one of the most straightforward ADU markets in the county.
On San Ramon’s generous suburban lots, detached ADUs up to 1,200 square feet are often the strongest play. These parcels typically have the rear-yard depth for a true backyard cottage with private outdoor space, and the four-foot state setback caps keep placement flexible. We see these units used for multigenerational families — a parent on the same property — and for long-term rental income in a city where professional renters are plentiful.
In the planned neighborhoods, garage conversions and attached additions are equally strong options. Many San Ramon homes have large attached garages that convert cleanly into one-bedroom ADUs without altering the home’s footprint — and under state law, cities generally cannot require replacement parking for converted garages. Junior ADUs up to 500 square feet carved from existing living space offer the lowest-cost path. State law prohibits owner-occupancy requirements for standard ADUs, so most San Ramon projects can be rented to long-term tenants.
ADU permits run through the City of San Ramon’s Community Development Department under the state’s ministerial (by-right) process. The main local wrinkle is HOAs: much of San Ramon is in planned developments with design guidelines, so we review CC&Rs early and design to comply from the start. Some hillside-edge parcels toward the western hills can involve grading or fire-severity considerations. We confirm all of it during feasibility.
Bishop Ranch and the I-680 corridor make San Ramon a commuter magnet, and professional renters — plus employees who want to live near work — keep well-built ADUs in steady demand. The housing stock’s youth means fewer utility surprises, though we still verify panels and laterals on every project. A clean feasibility read and a compliant design are what move San Ramon ADUs from permit to keys without friction.
