National City is one of San Diego County’s oldest cities — a South Bay community of early-1900s homes, craftsman bungalows, post-war ranches, and the Mile of Cars commercial spine along National City Boulevard. The historic neighborhoods west of the boulevard hold some of the county’s oldest housing stock on compact urban lots, while the eastern neighborhoods climb toward Lincoln Acres and Paradise Hills-adjacent tracts with more room. ADUs fit naturally in both.
Garage conversions and junior ADUs are the most common paths in the older western neighborhoods, where detached garages behind craftsman and bungalow homes convert well into character-rich units. Under state law cities generally cannot require replacement parking for a garage conversion — a big factor on National City’s compact lots. Junior ADUs up to 500 square feet carved from existing living space offer the lowest-cost entry point for the historic stock.
Detached ADUs up to 1,200 square feet work on the deeper lots, particularly in the eastern tract neighborhoods where rear yards have more depth. State law caps required side and rear setbacks at 4 feet, which helps even modest lots carry a backyard cottage. Attached additions along the rear of ranch homes suit homeowners adding space for extended family — a common use case in this multigenerational community. State law prohibits cities from requiring owner-occupancy for standard ADUs.
National City’s Community Development Department reviews ADUs under California’s ministerial (by-right) process. Properties in the historic districts may face design-compatibility review, so we address exterior character — rooflines, siding, window patterns — early on those projects. Bay-adjacent low-lying areas can sit in floodplain overlays, which we confirm during feasibility since they affect finished-floor elevations. JADUs carry a recorded deed restriction under state law.
Rental demand is strong: proximity to the 32nd Street Naval Base, the waterfront industrial and logistics corridor, the trolley line into downtown San Diego, and National City’s relative affordability all keep units in demand. Much of the housing stock predates modern electrical and plumbing standards, so panel upgrades and sewer lateral evaluations are standard early steps. Multigenerational design — private entries, accessible bathrooms — is a frequent request here.
