Imperial Beach is the South Bay’s beach town — a compact city of surf cottages, post-war ranch homes, and mid-century beach apartments on some of the smallest residential lots in the county. The flat grid of streets from the pier inland to Nestor and the older Tijuana River Valley edge neighborhoods holds modest single-story homes where ADUs are not a luxury project but a practical way to add housing. Small lots mean the design has to be sharp, but state law is on the homeowner’s side here.
Garage conversions and attached additions are the dominant ADU paths in Imperial Beach. The two-car garages on the post-war ranch stock convert efficiently into one-bedroom ADUs, and under state law cities generally cannot require replacement parking for the conversion — a decisive factor on a small lot. Where the rear yard won’t take a detached unit, an attached addition along the back of the main home keeps the project tight to the existing footprint.
Detached ADUs are still feasible on the city’s larger parcels, particularly the deeper lots inland and in the older Nestor-adjacent areas, where state law’s 4-foot side and rear setback caps make a backyard cottage workable. Junior ADUs up to 500 square feet are another strong fit for the cottage and ranch stock, giving homeowners the lowest-cost entry point — a space for family or a modest rental. State law prohibits cities from requiring owner-occupancy for standard ADUs.
Imperial Beach’s Community Development Department reviews ADUs under California’s ministerial (by-right) process. The coastal zone overlay covers much of the city and can add a coastal development permit layer, so we confirm during feasibility whether a lot falls inside it. Low-lying areas near the Tijuana River Valley and the bay side can sit in floodplain overlays, which we check early since they affect finished-floor elevations and construction methods. JADUs carry a recorded deed restriction under state law.
Rental demand is driven by the beach itself, the nearby Naval bases, and Imperial Beach’s position as one of the last affordable beach communities in the region — well-built units lease fast. The older housing stock often needs electrical panel and sewer lateral evaluations before design locks, and salt air and marine exposure mean coastal-grade exterior materials and fasteners on any new construction or conversion.
