Daly City sits at the foggy northern gateway of the Peninsula, and its housing stock is dominated by one of California’s great postwar stories: Henry Doelger’s Westlake district, with its rows of nearly identical ranch and split-level homes built for returning veterans. Beyond Westlake, the city carries St. Francis Heights, Broadmoor, the Serramonte corridor, and the “Little Manila” community along Junipero Serra. Lots are typically modest, rectangular, and flat-to-gently-sloped — built for working families, and well-suited to ADUs.
The classic Daly City ADU play is the garage conversion or the attached addition. Doelger-era homes almost always include an attached garage on a predictable footprint, which makes converting one into a one-bedroom ADU straightforward and economical — and under state law, the conversion generally cannot be burdened with replacement parking requirements. Where rear yards run deep enough, a compact detached unit up to the 1,200-square-foot state maximum is also feasible, giving the homeowner a true backyard cottage with its own entry and outdoor space.
Junior ADUs (JADUs) are a natural fit for Daly City’s multigenerational households. Carving a compact, up-to-500-square-foot unit out of existing living space gives families a low-cost way to house an aging parent or an adult child under the same roof — no new foundation, no exterior change. State law prohibits cities from requiring owner-occupancy for standard ADUs, so most Daly City ADU projects can also be rented to long-term tenants without the homeowner living on site.
Daly City ADU permits route through the city’s Economic and Community Development Department, and California’s ministerial (by-right) approval process applies — a compliant project cannot be subjected to discretionary hearings. State law caps required side and rear setbacks at 4 feet. The practical wrinkles here come from the housing era, not the terrain: mid-century electrical panels are often undersized for a second dwelling, and original sewer laterals are reaching the age where we evaluate them during feasibility rather than discovering problems mid-build.
Rental demand in Daly City is among the strongest in the county: BART stations at Daly City and Colma, the 280/101 corridors, SFO’s workforce, and Seton Medical Center all feed a deep tenant pool, and the fog-belt microclimate keeps the city more affordable than the mid-Peninsula towns to the south. Whether the goal is monthly income, housing for extended family, or both, Daly City’s predictable lot patterns make ADU projects here among the most straightforward on the Peninsula.
