Campbell packs a lot of housing variety into a small South Bay footprint, which is exactly why ADUs pencil out so well here. The postwar ranch tracts around Hamilton Avenue and the San Tomas area sit on classic rectangular lots with deep rear yards that are tailor-made for detached backyard cottages. Closer to downtown, along and around Campbell Avenue, the stock shifts to smaller prewar and mid-century homes on tighter parcels, where garage conversions and junior ADUs are the natural fit.
On the larger lots west and south of downtown, a detached ADU up to 1,200 square feet is frequently the best path. These rear yards can accommodate a true one- or two-bedroom cottage with its own patio and private entry, which works beautifully for multigenerational families or long-term renters drawn to Campbell’s central location. Because Campbell is nearly fully built out, many homeowners we talk to treat the ADU as a way to add space without giving up the neighborhood they already love.
Garage conversions remain one of the most popular ADU routes in Campbell’s older tracts. Converting an attached or detached two-car garage into a one-bedroom unit keeps the project within the existing footprint, avoids new setback puzzles, and — under state law — generally cannot trigger replacement parking requirements. For smaller homes near downtown, a junior ADU of up to 500 square feet carved from existing living space offers a lower-cost entry point: a suite for an aging parent, a home office with a kitchenette, or a modest rental. State law prohibits cities from requiring owner-occupancy for standard ADUs, so most Campbell ADU projects can be rented to long-term tenants without the homeowner living on site.
On the permitting side, Campbell’s Community Development Department reviews ADUs, and California’s ministerial (by-right) approval process applies — a compliant project cannot be routed into discretionary hearings. State law caps required side and rear setbacks at 4 feet, which usually preserves a workable building envelope even on Campbell’s tighter downtown-area lots. A couple of practical notes: homes in the oldest blocks near downtown often need electrical panel and sewer lateral evaluations before design, and properties backing up to Los Gatos Creek or local flood-prone stretches deserve an early site check for drainage and grading constraints. We confirm all of this during feasibility, before plans are drawn.
Rental demand in Campbell is steady and diverse: the Pruneyard corridor’s shops and offices, easy VTA light rail access at the Downtown Campbell station, and a short commute to jobs across San Jose, Santa Clara, and Cupertino keep quality units in demand. Tech workers priced out of neighboring markets, young professionals, and downsizing parents all rent here. Whether the goal is monthly income, housing for family, or both, a well-designed, properly permitted ADU earns its keep.
